The Hill College Board of Regents regular meeting was held Tuesday, Feb. 19, 2019 in the Board Room of the Hill County Campus in Hillsboro. The meeting was called to order by Regent President David Teel at 7:02 p.m.
The January 2019 regular meeting minutes were reviewed. Regent Rick Sullins motioned, and Regent Jolene Lehmann seconded the motion to approve the minutes. The minutes were unanimously approved.
Vice President of Administrative Services Billy Don Curbo presented the January 2019 financial reports. Regent Dwight Lloyd moved to approve the report, and Regent Tony Marley seconded the motion. The financial report was approved as presented.
Hill College President Dr. Pam Boehm presented the President’s Report. Regent Vice President Bill Galiga, Vice President of External Affairs Jessyca Brown and Boehm recently attended the Board of Trustees Institute meeting in Marble Falls. A board retreat is tentatively being planned for June at the Cleburne Technical Center. The Hillsboro Chamber banquet is coming up, as well as the Hubbard Chamber banquet.
Ally Tello, coordinator of research and planning, was recognized and presented a certificate for receiving the Presidents Academy Scholarship for the Association of Institutional Research Data and Decisions professional development course. HVAC Instructor John Willis was the recipient of the Council of Refrigeration Educators (CARE) and HVAC Excellence winner of the 2019 D. Brian Baker Memorial Scholarship. He is one of only two winners in the nation to receive the scholarship to attend the upcoming conference. The communications team: Robin DeMott, director; Kira Brandt, multimedia manager; Melissa Gibson, graphic design manager; and Eric Larson, multimedia production manager, were recognized for receiving two National Council for Marketing and Public Relations Council (NCMPR) medallion awards—a gold award for a new presentation folder and a bronze award for an issue of the Texas Heritage Museum newsletter. Boehm, Community Relations Executive Director Nancy Holland and Burleson Mayor Ken Shetter recently presented at the Community College Futures Assembly for being selected as a finalist for the Bellwether Award for the Burleson Opportunity Fund, a scholarship program for Burleson High School graduates.
A group of 20 students and employees attended Community College Day in Austin recently and five administrators attended Hill County Day. The TC3 organization, a group of seven community college partners, has expanded to include Midland College and plans to support a legislative bill for special item funding for $1.2 million in year one and two to be split among the seven partners.
Boehm recently met with the Texas Tech advisory committee, and Texas Tech has 30 students in the Johnson County cohort and 12 new applications for the fall semester. Tech recently hired a part-time advisor who is working at the Burleson Center. They will be having a fund raiser in May for scholarships for Hill College students who don’t qualify for existing scholarships.
Hill College hosted the NTCCC teaching and learning innovation conference at the Hill County Campus. The Hillsboro Economic Development Commission, Hillsboro Independent School District and Hill College recently hosted a job fair for 300 Hillsboro High School juniors and seniors at the Hill College Hill County Campus. The Johnson County Campus recently hosted the Hill College Rebel Preview Day for 400 middle school and high school students.
President Boehm presented the Athletic Report. The women’s basketball team is currently 19-9 overall, 12-2 in conference and are currently setting first in the conference with two games left. The men’s basketball team is 19-9 overall and 4-8 in conference. Baseball is 4-3 overall. Softball is 2-8 overall. The rodeo team will compete next at Texas A&M University-Kingsville in Robstown and at Texas A&M in Bryan March 15-16. The home rodeo is April 5-6. The women’s rodeo team is tenth in the region and the men’s team is third in the region, only 100 points behind McNeese State University for second. The men’s team is 11th in the national standings and six individuals are currently setting in the top 25 in the nation.
Vice President of Student Services Lizza Trenkle presented the enrollment report. The 2019 spring semester enrollment is 4,738 head count which is an increase of 421 students over the 2018 spring semester which was 4,149. Additionally, contact hours increased by 32,542 from last spring which was 777,916 hours compared to 804,480 contact hours this semester.
Brown presented the student success initiative report, sharing the results of the student financial wellness survey from the fall semester as well as presented the SACSCOC report explaining the governing board’s regular and formal review process and schedule of the institution’s mission.
Under new business, Curbo presented for consideration of approval of property bids for delinquent tax foreclosure for four properties in the Cleburne ISD for a total loss of $552.52 in delinquent taxes to the College district. Lloyd motioned, Regent Jennifer Nowlin seconded the motion, and the motion carried.
Curbo presented the resolution to amend the authorized representatives for TexPool Investment Funds. Curbo and Debbie Gerik, dean of financial services, will be the designated representatives. Gerik will have the primary responsibility for performing transactions, receiving confirmations and monthly statements. Lloyd motioned, Nowlin seconded the motion, and the motion carried.
Curbo presented funding options for consideration for phase one of the Career Education Center at the Wallace Campus in Hillsboro. The board authorized up to $1.5 million to partner with the HC Foundation funds with the understanding to repay utilized funds back to reserve over time for construction to begin in 2019 for phase one of the project. Lloyd motioned, Sullins seconded the motion, and the motion carried.
Preston McReynolds, director of development, presented for approval the planned gift of $25,000 from Dr. John and Mrs. Rita Pelham to name a commons area at the Cleburne Technical Center. Nowlin motioned, Regent Secretary Karen Brackin seconded the motion, and the motion carried.
Under personnel considerations, President Boehm presented for approval of one retirement of the JCC maintenance supervisor and two voluntary resignations of an academic advisor and a success coordinator. One new position for a Spanish instructor and one replacement position for a professional nursing instructor. Sullins made a motion to accept, Lehmann seconded, and the motion passed.
With no further business to conduct, Brackin motioned to adjourn, Sullins seconded, and the meeting adjourned at 8:24 p.m.
